toggleCountry

Toggles country in the pending selection.

In single-select this replaces the selection. In multi-select it adds or removes, refusing additions past CountryPickerConfig.maximumSelectionCount with a feedbackMessage.

A no-op for disabled countries, so a row that looks unselectable is unselectable regardless of how it was activated (tap, checkbox, keyboard).
